Waiver Services

The Children's Long Term Support Waiver Program is a Medicaid program that provides support for children with severe disabilities and their families. This program provides Federal, State, and Local funding for assessed needs/services for eligible children. In order to be eligible for CLTS Waiver funds, the child must meet:
  • A level of care (determined by the Bureau of Long Term Support) and
  • Financial eligibility
Children may be eligible up to age 22.

If a child is eligible for Waiver services and funds are available, the child will be assigned a Service Coordinator. Your County Service Coordinator will work with your family to develop a plan (Individualized Service Plan) for needed services.

The Waiver does not cover basic Child Care & Foster Care Services costs, but only supplemental costs related to meeting additional needs for the child's disability.

Experimental or aversive services will not be funded. Educationally necessary services under the Individuals with Disabilities Education Act (IDEA) will not be funded.

Parental Fee

The State of Wisconsin Department of Health and Human Services CLTS Waiver program has a Parental Fee System. Parental Fee means that families may be assessed a fee based on:
  • Family Income
  • Family Size
  • Individual Service Plan costs

Because each County has limited funding for the program, eligibility does not guarantee a family will receive services. Agencies may have waiting lists for services and assessments.
