General Information

Welcome to Brown County’s Lean Management website. Brown County’s Lean Steering Committee is proud to share with you the progress and results as they are achieved through our Lean Government Initiative.

Brown County’s Lean journey began in early 2009 when the Brown County Executive, Tom Hinz convened a Lean Management Steering Committee. Lean techniques have produced impressive results in manufacturing environments, so it is hoped that some of these techniques or adaptation of techniques can be applied to county government. The purpose of this initiative is to enable county employees to take time and steps to examine processes all with an eye to improving quality, reducing costs, improving customer service by approaching one value stream at a time.

In theory, Lean Management may appear to be easy, but the challenge will be to change thinking, patterns and habits. Lean training offered to county departments will guide the way employees view current practices and teach employees to identify steps that are valuable to customers using services offered by Brown County Government. By eliminating or reducing the non-value added steps we can trim the waiting times and increase customer satisfaction. As value streams are improved, time that is saved can then be assigned to other valuable work in a strategic effort to meet service demands.

To ensure this effort is continued in years to come, Brown County Executive Tom Hinz has created a steering committee to help departments engage in the process. For additional information on the Lean initiative, please browse this website.

In early 2009, a small group of Brown County employees accompanied Brown County Executive, Tom Hinz, to the Ariens Company located in Brillion Wisconsin. The purpose of the trip was to learn about the implementation of LEAN at Ariens Company. Following this visit, a decision was made to implement LEAN into Brown County government.
